A team of neuroscientists from MIT has found that the human brain can process entire images that the eye sees for as little as 13 milliseconds — the first evidence of such rapid processing speed.  (Source) .
What limits us from recognizing faster?  Technology.  This research was limited by the speed of the monitor used.  Maybe we can recognize faster.
What matters in sport is we give our self the opportunity to recognize as much as possible and as quick as possible with accuracy and intent.
What we do know is what limits this ability.
Fatigue, nutrition, visual accuracy, focus injury and more.
So if we can prepare our vision for success it gives us the optimal ability to see as little as 13 milliseconds and maybe quicker.
